Elmo Banning
Sergeant Elmo Banning is a 28-year veteran officer with the Sacramento City Police Department. He has been assigned to a variety of positions throughout his career and served for over 10 years in the Patrol/Field Operations Division as a Sergeant and Acting Watch Commander.
Sergeant Banning is a certified instructor by the California Commission on Peace Officers Standards and Training. He is a recognized instructor by the United States Department of Homeland Security, vetted by the University of California at Davis.
Sergeant Banning is the president and CEO of D·Prep Inc, a company that trains police officers, firefighters, building managers and school personnel in the effective management of critical incidents. Sergeant Banning presents critical incident response courses for field patrol officers, supervisors and managers on a national level and has taught extensively throughout the United States for the past 21 years.
In October of 2010, Sergeant Banning was selected to serve as an Advisory Committee Member to the California Commission on Peace Officers Standards and Training and continues to serve in that capacity.
Sergeant Banning has been involved in a number of critical incidents as a first responding field supervisor and as the shift watch commander. He brings a unique perspective of education, professional instructor qualifications and real-life experience to his teaching.
